Having read through it, I would say it would NOT be accepted everywhere. Forgeworld definately changes things (note the Manticore stats are changed to fit Apocalypse rather than using the stats given in the Imp Guard Codex) and they are never an accepted codex for tournaments.
HOWEVER...as long as your opponent has no problems with this, I see no problems with friendly play. Just be aware it is considered a "fan" codex, and it is probably more suitable for Apoc-level play than a standard 2000 pt game.
That said...I'd shudder to play it myself - lots of tanks are nice, but lots of lascannons trumps lots of tanks :D Any true gun line army will eat up a tank army (read: Imp Guard, Space Marine, Tau, Eldar and Dark Eldar), and horde armies usually get into close combat faster than you can shoot them down - and if they get close enough, you start having friendly fire issues.
As far as the history of this army list is concerned, it's been around a LONG time - since the Armeggeddon codex, I think, and of course Imperial Armour I. The Armeggeddon codex was semi-weak, and the Armour list of course isn't balanced for competitive play. But it's a neat fluffy army, and if you like your tanks you can bring out the list and see how well it does. It also is a neat army to see on the battlefield - nothing like lots of Leman Russes to intimadate opponents...
